A legal win has three gates
To win, a hand needs more than the legal shape. It must also meet the minimum "fan" requirement (i.e. be worth above a specific score minimum), and it must be declared at the correct time.
In this curriculum, we assume the minimum is 3 fan, which is a common threshold people play with.
