The Dealer Starts

Understand East opening the hand.

Concept

East starts; normal order continues if no one calls.

After the deal, East starts the play phase and discards a tile first.

The other players can "call" the discarded tile, which lets them use the discarded tile to form an open meld. If nobody calls that discard, play passes to the next player in order.
