Concept

Discard, pause, then next draw.

After East discards 4 Dot, the table briefly pauses. West may call the 4 Dot if it completes a legal meld, while the other players may choose not to call.

When West calls, West must make a legal move with the discard, such as exposing a meld that uses the 4 Dot.
