Concept

East is dealer, but East changes

The dealer is East. When the hand ends, the dealer may remain or the deal may pass depending on the result and table rules.

In the ruleset used in this course (which is based on most common gameplay), if East does not win, the deal passes to the next player and the previous South becomes the next East.
